They were "compulsory"? Maybe because their peers would criticize them, but I doubt if they would have been arrested or refused entry to places that they normally went, without them.

Wearing clothes isn't optional, but the type you wear is.
You could walk down the street wearing a night gown, if it wasn't too revealing, but then people would look at you funny. Most if not all people don't dress this way because of the gossip, not because there's laws against them dressing that way.
