The President sets the legislative agenda by submitting a budget. If the President submits a budget out of balance by $100 billion, you cannot expect Congress to pass a budget even close to being balanced. Bush is hypocritical when he talks about controlling government expenditures and then submits a budget which is out of balance. Bush has the power of veto which means Congress cannot raise taxes. This should mean that Bush would tell us how to reduce spending but he doesn't do that because it would offend many of his constituents.
