Yes, but that doesn't mean that exports aren't heavily subsidized by government, which is the case to a larger or smaller degree for almost all countries including Japan, the US, etc. The question was a serious one, involving whether there is a real competitive advantage that would remain under true free trade, whether there is a currency exchange rate issue, or whether it is one of a number of industries that the government may be using to acquire foreign exchange to pay for its imports, Russian warships, for example.
