Internal dictatorship is against the Constitution, but your tone implies that you are personally tickled by the ability to "dictate" in other countries.
Pardon me? Did you just have a bad brain cramp? Are you aware that a state of war existed between the United States ands the Empire of Japan? A war that they started? Go check out events of December 7, 1941.
The "ability to dictate" was brought about because they Japanese attacked the United States and lost the resulting war.
Under those conditions, yes, I'm quite happy that the United States ended up with the "ability to dictate". It's much better than the alternative.

Seemingly, conditional surrender is an alternative to killing children.
People die in wars. That's why they're called wars. The United States did not start that war, any more than it started the current one in Afghanistan. In the end, we will have finished both though.
