But how do you explain that the ENE scam flourished under the Clinton energy policy (or lack thereof) and then under Bush's administration, it fell apart? It would seem that Lay wouldn't have so much heat on him if those favors granted had any meat to them. It is looking to me like he is going down in flames under the Bush administration and that he was allowed to live the high life under Clinton's.
