The retail prices were locked long before the problems surfaced. If the retail energy prices did not have an artificial limit (gov't regulation), there would have been a feedback mechanism through supply and demand that would have mitigated the drastic nature of the "shortage". The situation was further exacerbated by the Air Quality Management Board making it impossible to build new plants or bring old plants online to meet growing demand.

The California energy problem has its roots in California. The stars of the show were the State of California, PG&E and Edison (they are all bad guys in my book). ENE was a bit player making scale.
