I wonder if the Bush administration saw the unfolding disaster at Enron as a chance to penalize Citibank. They must still be angry at how Rubin showed that Reagan's economics really was voodoo economics. They may have encouraged Citibank to keep bailing out Enron's notes while they hunkered down. Probably thought they could drop a few more bombs in Afganistan to distract any attention.
