I grant you it's not likely it made the recession worse.

As for the other points, it was clear we were in a slowdown when the bill was being debated.

As for the tax cuts supporters saying it would curb recession, I wouldnt be surprised if that were true, but I'm not willing to work that hard to find a quote to substantiate it.
