Cannot think of one baseband signal processing, nor data protocol, function being implemented in
unflashable hardware in a GSM phone??

Nor of any programmable Xilinx nor Altera chips that can run in a handset.

Has QCOM already figured out how they will make everything in "hardware", somebody
claimed on could save 20% of the power by doubling the chip area, and making sure
any little layout change will be really expensive and so slow to get into production that
one better not do them.
(just try to get rid of the old wafers in any kind of way)

That is probably why GSM does not have turbo codes, until they either are stable and
decided on, or can be done in easily modifiable, upgradable form.
