AMD's Athlon XP 1500+ ran at 1.33GHz, 67Mhz slower than the 1.4GHz Thunderbird. They had downbinned the part, either because they wanted a Quantispeed filler for that range, or because Palomino simply binned out at those lower speeds. According to some benchmarks, the Athlon XP 1500+ was often outperformed by the Athlon 1.4GHz, but still, AMD was able to get away with charging more for it at the time, all thanks to the fake model numbers.

This is pure bull shit. The XP1500 runs at only 1.33 GHz - which is SLOWER than the previously available 1.4 GHz ThumperTurd.
