Based purely on guesswork and w/o any historical understanding of deviation between announced and actual capex, I would assume that capex announcement in Jan is only a rough estimate, subject to revision as conditions warrant. However, 75% is probably almost written in stone as fab changes are planned long in advance. As I mentioned earlier, I think there may also be some FUD factor, call it signaling.

It's an example that actual CapEx can be lower than $5.5 billion for the year 2002.
