but....it never got de-regulated. It was the partial de-regulation that positioned California to be raped by the wholesale energy providers. If Pete Wilson was the champion for partial de-regulation, he is just as much of an ass as Davis. Remember, the State of California as a wholesale provider of energy was one of the worst offenders in the raping of the energy consumers. It was all part of Davis' plan to be the monopoly provider of energy in California.
