Question: are the laws so many and complicated for every business transaction we have today, and then add the complicated tax regulations....(that are so complex they take up shelves and shelves)

From what I have learned in the past few years about American corporate culture and how it interacts with legislators and law enforcement, the major reason the laws are so complicated is so that it becomes increasingly difficult to identify wrongdoing, let alone prosecute it. This is how crooks and thieves want it to be: the more confusion, the better. It's like throwing a smokebomb onto the green during a tournament, whenever your opponent wishes to putt. The only way to catch those who break the law is a huge commitment in time, money and talent.
