I think Salamandra will be developed in phases, with the 5k tpd threshold the intermediate goal. Short term (this year) will be small scale tests. Then operational cash flow would be used to attack the rest of the district with the long term goal of possibly going to an even larger output. There is very low cost equipment laying around Mexico right now including some that belongs to AAS. They won't need "fancy pants" gleaming PDG Carlin Trend goodies to do this. At least that's AAS/NGT's theory.
