No, IMHO 18.4 -20.6 has been the trading range of the classical arb's merger play. When Anglo seemed to win NEM was high, when NEM took the advantage, NEM was low.
IMHO, the rally of this year only is related to the metal price.
Anglo still has a valid offer till Friday and NEM shm is due mid-Feb. The arbs still have to unwind their positions.

Has NEM overpaid and should be sanctionned? Normally yes.
But if you check the volumes, most gold stocks well above average volumes (some twice). IMHO starting to see some rotation into.
