I think Duncan is the first of the "scapegoats" you talked about. Whatever happened with ENron CFO Fastow. I've not seen why he was in hiding for a long time. What was he up to?

Maybe he's avoiding prosecution by spilling the beans on others. After all, they fired him, so he has no more loyalty to the company.
