Point taken - they did upgrade last year although I suspect that that was more to overcome the embarrassment of being passed by AMD on the power curve as well as the lost market share. And now AMD is increasing CapEx by 20% while Intel is cutting theirs by 25%.

But the Intel/AMD processor wars is more the exception to the rule. As you point out, most of the semi industry lacks the fat profits to allow them to duke it out in the lean times. Micron did try it back in the '80s vs the Japanese and almost went under because of it.
