IMHO, you are absolutely correct. Before GTE rolled out DSL in Southern CA, they "beta tested" their DSL product using only 15 residents in the 1100-unit complex where I happened to live. I got unlimited DSL for nine months for free. And, they didn't bother to test it anywhere else. When the nine months were up, they announced the availability of DSL throughout Southern California.

When I called to sign up as a paying customer, I was told (not once but several times). "I am sorry but your home is too far from the telephone company switch to support DSL services". If their beta test was a failure why did they roll out services to millions of potential users? And if it was a success, why couldn't any one of the original beta test sites get continuing service?

I moved. After a while, GTE became "Verizon" and Verizon eventually figured out how to provide DSL service to the unit I once occupied. But it really makes you wonder ...
