I do not think we are preoccupying ourselves with finding enemies. It is normal to plan against somewhat remote contingencies, especially after we let our defense posture degrade after WWI, and the terrorist network is a clear and present danger. Anyway, I do think we provide leadership, and will improve our stature as we deal with some of these issues, like the position of Russia in multi- lateral institutions, the stabilization of sub- Saharan Africa, and the balance of power in the Pacific Basin, as China emerges as an economic power.......
