the Russians will retain rough parity
For domestic political reasons the Russians will probably feel obliged to store rather than dismantle their warheads too. How easily these stored warheads could get into the hands of the untrustworthy is beyond our control. Another mistake for the Bush leaguers.

I believe that the 200 refers to the rest of the world excluding allies...though the 200 may refer to those sitting atop missiles, because the FAS estimates China alone to have over 500 nuclear weapons.
