How is it a Bush mistake
That's easy, Bush is the one who runs foriegn policy on the idea that we really don't need treaties, just whims and overwhelming force. That's why he wouldn't negotiate a treaty with Putin at his Crawford farm about nuclear warheads. He wanted to "unilaterally reduce" the warheads so he could define what was meant by reduce without negotiation. This sounds to me like another of Condalina Rice's too-clever-by-half schemes.
