It sounds similar here.

The large corporations are upgrading equipment in 2002 but are not adding people. There is only one company that I know of that is adding a very "few" folks, but I can not disclose who is doing this. Best Buy, Target, General Mills, etc. are not letting up on their number of advertisements.

Am not an expert in this business, but at the corporate level, if you lay out an advertisement it does not make a whole lot of difference how may places they buy the advertisement, still takes the same number of folks and equipment to lay it out.
