I suspect a shelf registration waits for favorable conditions. This would position them to raise capital IF markets became more favorable....to respond quickly to changes in conditions. I got the impression from the CC that they had sufficient funding to cover their more modest current pland and that the planned but not started plants would await bother better financing and improved return [spark spread] environments. All the above is presumption...I haven't read the filing. SSB downgraded them to neutral but Merrill maintained strong buy today.
