Because the Palestinian leadership doesn't really want a peace that includes the existence of Israel, and Israel whatever its faults, is not so evil as to institute genocide against the Palestinians. Just a few years of Israeli military weakness could easily have ended the Palestinian conflict as there would be no more Israel for the Palestinians to be in conflict with.

Why is British toughness met with more IRA terrorism?

It isn't. If Britain was weak and allowed itself to be controlled by terrorist threats it would create a situation where more terrorism would be targeted at Britain.

In cases like this compromise and negotiation can only work if your opponent is willing to compromise and negotiate and then importantly stick by their agreements. The Palestinians could have had an independent state but they chose Intifada II including suicide bombers and other attacks on Israelis. Hopefully Northern Ireland can work out better but I am not optimistic as long as the IRA is committed to breaking free from the UK and willing to use force whenever it feels that force would be useful.
