I don't know what's 'conservative' and what's not in the area of 'nation building'.

Quite a few of our most 'conservative' Presidents in this century have been rather adept at 'nation building'.

But regarding Iraq... to dismantle the Iraqi state would perhaps result in spawning several 'new' states. As other posts to this thread today (regarding Turkey's views in this matter) have pointed out... Kurdistan and Turkmen are just two of the possible states that could evolve out of this situation.
