To Maksoud’s mind, apart from scrutinizing the two sides’ actions on the ground, the deployment of such a force would serve the vital political and legal purpose of making it clear that Israel is the occupying power in the territories rather than Palestine’s rival claimant to them.

I see. Well, that helps me understand why the Palestinians are so angry. My impression was that the West Bank and Gaza were supposed to eventually be self-governed by the Palestinians. To me, self-government means that it would be a sovereign nation.

I understood Israel's reluctance to consummate this to be based on a legitimate fear for the physical safety of its citizens. But now you're telling me that Israel has no intention of handing the territory over to the Palestinians, and sees itself as a "rival claimant."

Boy, do you guys have a tough row to hoe.
