Really. If the article wasn't from AP, I could have sworn it was a joke.

I was going to make a joke about it myself, but it is a sad state of the human condition.

Greenspan will be missed the world over. I think he has made a few bad decisions, but he will have my everlasting respect.

President Bush Acts to Promote Strong Families, Safe Children

Today's Presidential Action:

- President Bush signed bipartisan legislation to strengthen families, promote adoption and provide help for vulnerable children. The bill extends and expands the Promoting Safe and Stable Families Program, which helps at-risk families and ensures children are placed in safe, permanent homes.

- The bill signed by the President today also includes a key part of the President's Armies of Compassion agenda - the Mentoring Children of Prisoners initiative. The Armies of Compassion agenda is a comprehensive effort to help Americans in need by strengthening the work of America's charitable organizations.

- The President's FY 03 budget strongly supports the Promoting Safe and Stable Families program with an increase of more than $130 million over FY 02 levels. And, the President's budget supports the new Mentoring Children of Prisoners initiative with $25 million in FY 03.

Background on Today's Presidential Action:

- The Promoting Safe and Stable Families (PSSF) program focuses on helping families stay together. It seeks to prevent child abuse and neglect, avoid the removal of children from their homes, and supports timely reunification where temporary removal has been necessary, when these steps can be taken in a way that ensures children's safety. The program also provides services to promote and support adoptions for those children who cannot return home safely.

- President Bush believes that every child in America deserves to live in a safe, permanent and loving family. The legislation signed by the President today (H.R. 2873 - the Promoting Safe and Stable Families Amendments of 2001 Act) closely mirrors the proposal outlined by the President during his campaign and submitted to Congress in 2001. Among the key provisions of the bill:

- Additional Resources to Support Strong Families and Safe Children: Authorizes substantial annual increases that will meet the President's commitment to increase the size of the PSSF program by an additional $1 billion.
With this additional funding, states can better help families to stay together, avoiding removal of children from their homes, and support timely reunification where temporary removal has been necessary.

States can also provide services to promote adoption for children who cannot return home safely and provide post-adoption support to families, a big victory for many adoptive families.

The bill allows states to use funds to strengthen parental relationships and promote healthy marriages, help families coping with substance abuse and give courts additional tools to move children quickly into safe and appropriate permanent placements.

- Support for Youth Who 'Age Out' of Foster Care: Establishes a program to provide education and vocational training vouchers for youth 'aging out' of foster care to help them ensure they obtain the support they need to develop skills to lead productive lives.

This program will allow states to extend a safety net of benefits to
young adults who grew up in foster care and were never adopted, helping to ease their transition to adulthood and self-sufficiency.

Vouchers for individual youths could total up to $5,000 annually and
would not affect eligibility and benefits under Federally supported assistance programs.

In order not to serve as a disincentive to the adoption of older
children, the vouchers would also be available to individuals adopted from foster care after reaching age 16. The President's FY 03 budget provides $60 million in the Independent Living Program for this voucher program.

- New Initiative Directed at Children of Prisoners: Establishes a Mentoring Children of Prisoners program to provide mentoring through networks of community organizations, including religious organizations.

This is part of the President's Armies of Compassion initiative, and it represents the first comprehensive Federal support for critically important outreach to an extremely vulnerable group.

Through competitive grants, mentoring organizations will work to provide academic and emotional support and guidance to ensure that thousands of these vulnerable children have a strong, positive adult role model.
