I'd like to know what "saturated" with U.S. ships, aircraft and emergency war materiel means. This description of the situation on the ground surprises me.

IMO this means a given area in smaller countries has so much space for houses, schools, stores, offices, etc. Add to this a military base or two. The soldiers can't outnumber the locals or the support services the locals provide.

The Saudis have more space and more population. The modern airbase could easily overwhelm a crowded country or one lacking the necessary support infrastructure. So smaller, more limited bases saturate a region.

Best guess.
