didn't even obey the existing rules for campaign finance

I think that Clinton and Gore only began playing by the Republican rules. Personally I think the Democrats should continue to both raise as much money from whatever source they can find and spend it in mean and nasty ways. This should continue until people say "enough!". This is exactly what the Repubicans have done since at least the time of Lee Atwater. Elections should not be a game of how much the Republicans can outspend the Democrats and that's what it became. The whole ability for the American public to choose it's leadership through fair elections is on the line, and it's either time to regain it, or go down fighting.
