If the Arabs really believed that the Mossad arranged the bombings then why were they simultaneously celebrating in the street over the great victory?

I can turn the question around, and say, if the Arabs didn't believe that the Mossad arranged the bombings, why did they say so so often and so loudly? Why report the rumor that 4000 Jews didn't show up for work in the WTC on 9/11?

You're quite right, these positions are contradictory. It is inconsistent to claim that the same event was a victory for your side, and that your side was not capable of achieving it. Yet both positions can be widely seen in the Arab press and heard on Al Jazeera. The Arab world is not big on rational consistency right now.
