goa, that is totally false. You can develop anything your want and choose whatever license scheme you wish. Gnu, Shareware, freeware gaoware or commercial.

On my linux I use three applications that I paid to license.

One is xig 199 per license. An alternative to free Xfree86.
Crisp a code editor. vital.com 175 bucks for a single user license. for windows and linux and 250 for other unixes.

I also use a shareware mtv a media player 10 buck to license.

What gnu means is you can package your application with your own tailor made linux distribution for free and sell it with you own software with whatever license you wish for your software.
