I have a bunch of respect for the main man here, so probably not.

Last year, there was a bunch of data kicking around that suggested that growth in web useage was slowing. Additionally one could confirm some of this anecdotally as well (abandoned web sites, empty chat rooms, etc.). For the telco backbone providers, there was also the problem caused by the ever-increasing amount of data that could be shoved down the same conduit (courtesy of the whiz kids in the labs) as well as the fact that far too many fiber networks were constructed, all during a very short period of time, which simply cratered prices.

The headline is a bit misleading.....it implies that the carriers might wish to and also might have the dough to increase their expenditures. Given their current situation, this is not very likely for a while yet.

That said, I intend to dig more deeply into the findings as it always pays to keep an open mind.
