Interesting post... but didn't President Bush pardon Reagan-Bush Defense Secretary Caspar Weinberger just before he left office to forestall the special prosecutor's prosecution of same for Iran-Contra... and didn't he also pardon a heroin smuggler caught with a few million dollars worth of heroin in New York at the same time, just before he left office?
