Good point. It is whether Bush influences energy policy, or whether energy companies influence Bush's energy policy.

Since oil is cheap, then Bush is working for the people. If oil is expensive, then Bush is working for the oil companies.

I am not sure that explains it, or if that is what you are saying, or if that is actually true. OPEC can certainly be influenced to some degree by the White House.

But, Russia has a lot to do with the price of oil. I have posted articles here that suggest Clinton urged OPEC to raise the price of oil to help Russia. I disagreed with that policy, if it was true. But, it seems to have done a lot of good for them, at the expense of a recession here.

But, the real reason Russia is even able to sell oil now, is because of Cheney. While at Halliburton, he helped Russia build their pipelines.

I especially think his energy policy announcement the other day regarding fuel cells is really good for the people, and bad for oil.
