Tweak UI is a desktop optimization utility that is part of the Windows 98 Resource Kit that comes with Windows 98. The Resource Kit is not installed by the Windows 98 default setup. You can find Tweak UI on your Windows 98 CD in folder D:\tools\reskit\powertoy.

Here is the Microsoft site the details the installation and remove of Tweak UI:

support.microsoft.com

You can install the entire Resource Kit by running D:\tools\reskit\setup.exe.
