Crooks should be stopped and rightfully so, but who's money is it that goes into the shorters hands - the thieves or the people's that got conned? As an example if a purse snatcher runs away with an old ladies purse, does the enforcer catch the thief and keep the purse? Just something isn't right, the SEC should halt these situations and return the money to the people that got burned in the con. SSP
