I would not propose, nor have I seen any proposals that would, put seniors in the position that you envision. What is being tossed about now is allowing young people today, who still atleast theoretically still have their wits about them to "opt out". You seem to be stuck in demaguagery mode. I know you're not stupid so it must be for partisan political reasons you do this. This is the why I say becoming honest about this situation is the first thing that must happen. I care far less about Bush/Rep, Dascle/Dem crapola than I do about really solving the problem of this fast approaching freight train the deomgraphics and economics I illistrated represent.
