Surround, isolate, cut off and squeeeeeze. Arafat too will begin to run out of money as his PA is relentlessly stripped of all the trappings of statehood. The longer they struggle the tighter the grip becomes.

The money won't do it, imo. The Saudis and the Europeans are always ready to give Arafat enough to keep going. But you have certainly described the IDF's strategy in the territories. To a T.
