As I understand it, the short sale rule in the US only applies to LISTED stocks above $5 share. So, outside the US, how does brokerages manage to get around this law? How can Canadian brokerages allow individuals to short at will with out violating securities regulations?

Btw, I noticed the stock in question here is an OTC security.
