There is no boundary level where taxes go from having no effect along the lines of discouraging investment or dragging the economy down. Even a much lower level of taxes then that which we have now would have some negative effect along these lines. The question becomes when do the benefits gained through the programs funded by the taxes exceed the costs (both the economic costs that you mention and the reduced freedom from having the government decide what to do with your money rather then being able to make your own decisions). Obviously would select different tax levels as the place where this happens, apparently my level would be lower.
