Clinton didn't do a damned thing to make welfare reform happen, and you know it. D. Shalala may see this differently. Improvements in crime and urban environment were going to happen, with or without Clinton, as part of the Bush (I) economic recovery that was underway when Clinton came to office (and that died before Clinton left). I know, I know; and Bush created the earth in 6 days and didn't bother to rest on the 7th........instead he cleaned up some terrorist activity in Tunisia!!!!!!!!!!!!!
