This is a good write up of the VAX=>NT history.

Most of the process control modules in NT were re-coded VMS routines. VMS was written in VMS
assembly language. The same folks then went to work for Cutler and they re-wrote the same
functionality in C function by function.

VMS and ELN have a great deal in similarity to NT. Far too much too have been
independently developed.
