If a one of the original states did not ratify the constitution would it have been part of the new union? I disagree with you here despite the "we the people language". It was an agreement among the states. It aimed for a government for all of "the people", but it existed because of an agreement of the states.

Yes, the South is largely responsible for the federal Leviathan, not only because of the Civil War, but because of its ignoble behavior over integration.
