I don't know how "inpaired" I am, but you're right I missed that reference to Ann Richards. Nevertheless: "Lay has said he supported Bush, not Richards, in 1994." and that is the crux of the disagreement ~ lay didn't flipflop after Bush's election to office, he'd supported him all along.

You seem to be confused. The issue is did he give MORE to Richards or more to Bush. Answer is he gave more to BUSH. No one is disputing that he gave to Richards, Lay played both ends of the field. He is known for giving to all, for example, he gave ALL the lowly Enron employees a real screwing. The man delivers!
