Was that when the US decided to use gerrymandering to achieve the ethnic proportional
representation unachievable by other single district means??
(It went from 0 seats to 40-41 from the earliest 60s to yesterday, great stuff!!
what about the redistricting of this year??)

I have actually wanted to know that date for more than 20-30 years, asked many, done many
internet searches, but still have not got an answer.

Any minor hint or link is greatly appreciated!!

Btw, I still remember when LBJ sent over that first black embassador, Carl T Rowan, and
when that guy who always lost to Jesse Owens did some skiing in Sweden, Ralph Metcalfe,
founding father of black caucus.

Both made much news in the middle of the white snow up here.
(and later on inpired my interest for what kind of election system does not work, learned about
Jim Crow much later, but still missing that date)

Please note that Ralph Metcalfe and Carl T Rowan skiing in the north of Scandinavia,
both sides of the border, obviously are examples of Foreign Affairs

Rowan might even be still alive, although involved in some shooting accident??
(Ralph is buried, I believe)

Well, we could seriously argue about that one. What was left of the old Texas Democratic party certainly never agreed Lyndon was a liberal.
