The embargos did not comment on this inhumanity--although it was well known.
The purpose of those embargoes was to put pressure on Japan to withdraw from China- -which would have solved the problem of the torture and inhuman treatment of the Chinese. At least by the Japanese.

The Japanese went for a different solution- -bomb Pearl Harbor, hoping to force a negotiated settlement with a US with no naval power in the Pacific. The US carriers weren't in Pearl Harbor on Dec. 7 and they failed. They tried again at Midway- -not knowing the US was reading their naval codes. Instead of setting a trap, they fell into one. Four Japanese carriers lost to one US. And the war was lost that day.

Solon, you seem to think the world should be full of high moral purpose. It isn't. It's full of people.
And maybe that's a blessing. Some of the worst and largest atrocities have been committed for high moral purpose.
