RICO is also a tool of police/court abuse
here is an example of its abuse, from friend of friend

a motorboat was stopped in the open ocean near Boston Harbor
this happened in early 1990's
the owner was driving the boat, upstanding citizen, no criminal record
he had two guests onboard
one was this kid in young 20's who had several mj joints in his pocket
the boat owner did not know about it
the kid was planning on going for a walk on some island,
and sparking a dooby
or else, after the ride, enjoying a dooby in his privacy

the harbor police asked for emptied pockets
there were open containers of beer onboard,
but nobody was drunk, only minor drinking
the cops seized the boat after finding marijuana
they sold the boat at auction under RICO laws
money went into Boston treasury, just like parking tickets

oy, very dangerous law, wide open for wide application
the most powerful law I have ever seen for enforcement
it is intended to bankrupt organized crime from sales of their assets, all their assets, since they were purchased with dirty profits

the misapplication above was that proceeds from criminal activity were NOT principally involved in profits, resulting in the purchase of the motorboat
didnt matter, since courts favor law enforcement

as the mindless adage goes applied by morons: GET TOUGH ON CRIME
this thinking has put many innocent people in prison, and many minor criminals in long sentences, and many stooges in mayoral offices and governor mansions
