On September 29, 1947, the Representative of the Arab Higher Committee was invited to address the UN Ad Hoc Committee which was considering the report of UNSCOP. He noted that the Arab World had for centuries been one of the rare havens of refuge for the Jews of the world until the atmosphere of neighborliness had been poisoned by the Balfour Declaration and by the aggressive spirit that document had engendered in the Jewish community.

His proposal for Palestine:

1. That a state in the whole of Palestine be established along democratic lines.
2. That the State of Palestine respect human rights, fundamental freedoms, and equality of all persons before the law.
3. That the State of Palestine protect the legitimate rights and interests of all minorities.
4. That freedom of worship and access to Holy Places be guaranteed to all.

He proposed the following steps to give effect to these principles:

a. A Constituent Assembly should be lected at the earliest possible time. All genuine and law-abaiding nationals of Palestine would be entitled to participate in the elections of the Constituent Assembly.
b. The Constituent Assembly would, within a fixed time, formulate and enact a Constitution for the State of Palestine, which would be democratic in nature and should embody the 4 principles.
c. A Gorvernment should be formed within a fixed time, in accordance with the terms of the Constitution, to take over the administration of Palestine from the Mandatory Power.
