Because the dog is smarter than the tail. If the tail were smarter, than the tail would wag the dog. Tenchusatsu, that's what gets conservatives in trouble when they try to make a story like the dog and the tail analogous to the workings of a democracy. The other downside to this perspective is to think you know what's best for the people. People in general may not be well informed but they know what they like and don't like. And they know when they are being flim flammed. ted
