Elmer, Interest rates are low right now. There is not enough information to form a "rational" opinion as to whether or not this is bad. Also, Lucent and Nortel, had a similiar offering about 6 month ago. Lucent, with all its credit problems etc, issued a similiar type instrument @ 6%. Let's put it this way, if this offering is to pay off their current portion of their LT Debt, it is a non-event. If it is used to expand/upgrade one of their fabs, it could be considered positive. If it is used for the purpose of parties and fat bonuses for the execute team, then it is bad, very bad.
